Municipal and industrial water contracts read like a quality system even when they never say "ISO 9001." Specs name design submittals, approved materials, mill certificates, calibrated test equipment, hydrostatic or performance tests, and a release package before shipment. ISO 9001:2015 is how you turn those contract lines into processes you can run and show.
Six to nine months is typical for a first certification. Documentation is weeks. The floor is operating records — tests, calibration, supplier approvals, traceability, and a real internal audit and management review — plus the registrar's Stage 1 and Stage 2 schedule.

The contract is already a QMS outline
A typical equipment spec — pumps, valves, screens, clarifier mechanisms, UV skids, chemical feed — mixes AWWA, NSF/ANSI, ASTM, and owner standards. Purchasing then adds ISO 9001 because the utility or the engineer of record wants an outside audit of the system that produced the equipment. You do not invent the controls from the standard. You hang the standard on controls the spec already demanded.

Clause 8.2 — contract and product requirements
Clause 8.2 is where you determine and review what the customer asked for. Water jobs fail here when someone quotes from a cut sheet and production builds from an older revision. Pull the spec book, addenda, approved submittals, and quality clauses into one requirements set before you buy steel or machine a casting. Statutory items — pressure-vessel rules, NSF/ANSI 61 for drinking-water contact, lead-content rules — belong in that set, not in a side folder.
If a requirement cannot be met, clause 8.2.3 says you resolve it before you commit. A "we will figure it out in fabrication" note is not a review.
Clause 8.3 — design, when you own it
If you design the equipment, clause 8.3 applies: inputs (duty, codes, materials, interfaces), reviews, verification against inputs, validation where the equipment's performance cannot be fully checked until install, and control of design changes. Engineer-of-record comments on submittals are design inputs, not optional email.
If you build strictly to the customer's sealed drawings, you may state that 8.3 does not apply, with a short justification in the scope. Shop-floor "improvements" that change a dimension, a weld, or a material without a documented change process are design activity you did not declare. That is a finding against 8.3 or against 8.5, not a clever exception.
Clause 8.4 — suppliers and special processes
Castings, motors, seals, coatings, and NSF-listed materials are external providers under clause 8.4. Approve them against the spec, put the required standards on your purchase orders, and keep the mill certificates and coating reports that the owner will ask for at delivery. A supplier that cannot produce the cert is not approved, even if the price is right.
Clause 8.5.2 — identification and traceability
Clause 8.5.2 is identification, and traceability where the contract requires it. Water equipment often needs heat-lot traceability on wetted parts, serials on assembled units, and weld maps on pressure boundary work. Identification has to survive blasting, coating, and shipping. If the tag comes off in the booth, the clause is not met.
Clause 7.1.5 — monitoring and measuring resources
Hydrostatic gauges, torque wrenches, coating-thickness meters, and electrical test equipment fall under clause 7.1.5. They need to be suitable for the checks you run. When measurement traceability is a requirement, or when it is considered essential to confidence in the results, they must be calibrated or verified against measurement standards, identified so their status is known, and protected from adjustment or damage that would invalidate results. A hydrostatic gauge used to accept a vessel is in that set; a simple indicator used only to watch a process is not the same as equipment that needs that traceability. When equipment that needed traceability is found out of tolerance, you evaluate previous results — including units already shipped if the contract and the risk say so. A sticker without the matching calibration or verification record behind it is not 7.1.5 for that equipment.
Clause 8.6 — release of products and services
Clause 8.6 requires planned checks at appropriate stages and retained evidence of release, including who authorized it. Factory acceptance tests, hydrostatic records, coating inspection, and the ship-loose list are the usual package. Release is not "the truck is here." If a unit fails a test, control it as nonconforming output under clause 8.7 — quarantine, rework or scrap, and records — then re-release under 8.6 after the planned checks are complete.
Planning certification around the shop you run

Yes, if you truly do no product design and you justify the exclusion in your scope. If your shop changes geometry, materials, or welding details, clause 8.3 applies to that activity. Informal redlines are still design.
